China will not overtax global energy sources

Chinanews, April 24 - At "China and Australia-The Energy Future," a
special session of the Bo'ao Forum for Asia Annual Conference 2005 held
yesterday, Ma Kai, director of the National Development and Reform
Commission, said that China's rapid and continuous economic growth is not
the cause of the current worldwide energy shortage, nor will it be in the
future. His statement refuted the tone that an increase in China's energy
imports would cause a worldwide energy shortage.
According to Ma, China is both an energy consumer and producer. China has
abundant coal resources, which are estimated to exceed more than one
trillion tons, with proven exploitable coal reserves reaching 114.5
billion tons. Coal is the principal part of China's energy structure; it
accounts for 67% of overall energy consumption and 76% of overall energy
production. Because China's energy structure is coal based, the
self-sufficiency rate of China's energy demand was up to 94% last year.
Therefore, China can, for the most part, rely on domestic energy
production to meet its energy demand.
Ma laid stress on the fact that the Chinese government issued a middle
and long-term program for energy conservation. It seeks to solve energy
problems by upgrading industries, controlling energy-intensive industries
from blind expansion and striving to build a conservation-minded society.
China also needs to expand cooperation with energy producing countries
and reasonably make use of foreign resources as a necessary supplement to
domestic energy supplies while nevertheless relying primarily upon
domestic energy production.
