Chinese Mandarin - Milosevic buried after farewell

CHINA / index

Milosevic buried after farewell

Updated: 2006-03-19 08:55

Slobodan Milosevic was laid to rest Saturday beneath a tree at the family
estate in his hometown, a quiet end for a man blamed for ethnic wars that
killed 250,000 people in one of the turbulent Balkans' bloodiest chapters.

Serb girl Jelena Tmusic wears a Serbian uniform as she kisses the grave
of former Serbian leader Slobodan Milosevic during the funeral in his
hometown of Pozarevac, some 50 kilometers (30 miles) southeast of
Belgrade, Saturday, March 18, 2006. [AP]
The late Serbian leader's burial, a week after his death while on U.N.
trial charged with genocide and crimes against humanity, followed an
emotional farewell in Belgrade that drew at least 80,000 Serb
nationalists and another in his birthplace attended by up to 20,000
admirers.

As a cold drizzle fell, his flag-draped coffin was lowered into a double
grave with a place for his widow, Mirjana Markovic, who reportedly wants
to join him when she dies.

The grave, marked with a simple marble slab inscribed with both of their
names in Cyrillic letters and the dates 1941-2006, was dug beneath a
favorite linden tree where the couple first kissed as high school
sweethearts.

No immediate members of Milosevic's family attended.

But in a letter read at graveside, Markovic, who lives in self-imposed
exile in Moscow because she faces Serbian charges of abuse of power
during her husband's 13-year reign, said: "You lost your life while
fighting for noble causes. You were killed by villains. But I know you
will live forever for all who wish to live like human beings."

A letter from the couple's son, Marko Milosevic, expressed hope that the
late president's death would "sober up the humiliated Serb people."

"To die for one's country means to live forever," his letter said.

No priest officiated at the interment because Milosevic was an avowed
atheist.

Among the supporters in Pozarevac were several indicted war crimes
suspects on temporary leave from the U.N. tribunal in The Hague,
Netherlands. One, retired Gen. Dragoljub Ojdanic, wore his military
uniform.

After the burial, residents of the gritty industrial town 30 miles south
of the capital waited in a long line to view the grave, which was framed
by a crimson carpet and brass stands holding red velvet ropes.

People had lined the town's main street to welcome the arrival of
Milosevic's remains, cheering and waving as a brass band played a funeral
march. Many threw red roses, the symbol of the Socialist Party.

Earlier in Belgrade, Milosevic supporters packed a square in front of the
federal parliament to pay their respects. Many were bused in by his
Socialist Party from Serb areas in Bosnia, Croatia and Kosovo.

People wept and chanted "Slobo! Slobo!" at the sight of the flag-draped
coffin on a bier atop a red-carpeted stage. Some clutched photographs of
Milosevic or the U.N. court's two most-wanted fugitives: Bosnian Serb
leader Radovan Karadzic and his wartime military chief, Gen. Ratko Mladic.

Serbian authorities refused to approve an official ceremony, but
Saturday's farewell organized by the Socialists and technically
private had some of the trappings of a state funeral.

Learn Chinese - Correct, timely government intervention

Opinion / Liu Shinan

Correct, timely government intervention

By Liu Shinan (China Daily)
Updated: 2007-07-11 07:07

The government of Lanzhou could not have anticipated that its decision
last week to cap the price of beef noodle, a regular breakfast of the
Northwest China city's residents, would have yielded a by-product - food
for thought.

After the local media reported that the price administration of the
Lanzhou municipal government ruled that the price of a regular bowl of
the noodle should not exceed 2.50 yuan (32 cents), commentators of
traditional and modern media outlets across the country became excited.
Criticizing the local government, they all used the same accusation:
"Violation of market rules".

Though expressed in different ways, they all based their arguments on a
common understanding, the rise and fall of the price of a commodity
should be left to market forces, which exerts influence according to the
fluctuation of supply and demand. If the price exceeds a certain level,
consumers would shun the commodity for alternatives; the dwindled demand
would then force the price to return to a reasonable level. This is one
of the core theories of classical economics.

However, a complete or perfect model of market mechanism is only an ideal
concept, which never exits in reality. Real market conditions are much
more complicated. Non-market forces, such as laws and regulations, are
needed to curb or prevent artificial moves that lead to unfair
competition or a distorted supply and demand. Administrative measures are
also needed to address non-commercial concerns, such as protection of the
environment and energy sources.

In the beef noodle case, the government move was targeted at one of the
market irregularities - the city's beef noodle restaurants' attempt to
monopolize the price.

As if having foreseen what media critics would say, the price bureau of
the Lanzhou municipal government made a careful investigation on the
production cost of the beef noodle and the retailers' move to raise the
price. The bureau said that even with the rise in the cost of raw
materials such as flour, beef, oil and pepper being taken into account,
the 20 percent rise in the price of each bowl "far exceeds the price rise
of the raw materials".

Food prices, in the case of pork, beef, eggs and rice, have soared
dramatically in recent months. It is understandable restaurant owners
would raise their prices to offset the loss. In reality, however, the
price rise of raw materials is all too often used as an excuse by these
people to garner more profits by excessively raising the prices of their
products.

Some people may argue that the increase in the beef noodle's price will
go toward workers' wages who are also feeling the effects of rising
prices. But I dare to assume that not a single owner has or will increase
the wages of his or her employees.

And the Lanzhou authorities have pointed out that the city's beef noodle
restaurant owners raised their prices simultaneously, indicating a
unanimous move in price fixing.

I admit market irregularities should be dealt by laws rather than by
government instructions and that improvement of the market environment
should be guaranteed by legislation rather than by administrative
interference. In today's China, however, where market mechanism is in the
process of becoming mature and economy-related legislation is yet to be
completed, certain government interference is needed for maintaining
fairness.

Beef noodle is the staple breakfast for 80 percent of Lanzhou residents.
A rise of 50 fen for each bowl is quite a burden for ordinary residents,
whose monthly income per household ranges from 500 yuan to 5,000 yuan.

Kids enjoy communicating with foreign friends

www.chinanews.cn 2007-07-27 16:18:33

Chinanews, Beijing, July 27 C Teacher, can you do me a favor by
finding another foreign partner for me? I have worked out the itinerary.
The bed is made ready. I even have prepared a small gift for my
partner, a student, who recently participated in an international
exchange program in Jilin, told his teacher anxiously, the China Youth
Daily reported.
On July 22-25, the Eighth Invitational World Youth Mathematics Event was
held in the Affiliated Middle School of Jilin University in Changchun,
Jilin Province. As part of this event, teachers at Jilin University
organized a cultural exchange activity. With this activity, most Chinese
students were encouraged to find their foreign partners and let their
partners dine and live at the homes of Chinese students.
When some Chinese students learned that their partners could not
participate in the activity as scheduled, they felt very disappointed.
We don't expect that our students love this program so much. In future,
we might consider organizing more programs like this, the teachers at
that Middle School said.
Li Bingtong was a middle school student that participated in the exchange
program.
I have a lot of exciting experiences these days. My foreign partner was
just like a mirror to me and she helped me learn many new things, Li
told this reporter how she attended the Cultural Exchange Night held on
July 24.
My partner is a very active and humorous guy. By talking with her, I
learn that the education system in her country is quite different from
ours. In her country, she only takes a few classes. To tell the truth, I
am a bit envious of her, Li said.
Most foreign students were impressed by Chinese food. James, a US middle
school student, kept talking about dough drop soup, vegetable or meat
strung on sticks and cooked in hot and spicy soup. To James, the
delicious food reflected Chinese peoples wisdom in their daily life.
It was the first time for Canadian student Mariya to learn how to make
Chinese dumplings.
It was a bit difficult but I enjoyed the whole process. Everybody
worked together and chatted while making dumplings. At last, everyone
shared the things that they made. This is good for promoting family
union. I enjoyed it very much, Mariya said.
Chinese students think that foreign students are active and independent.
When I first pay a visit to someone's house, I usually feel nervous.
However, foreign students were very relaxed when they visited my home,
said Yuan Wangyue.
On foreign students part, they think that Chinese students are kind,
diligent and hard-working.

Blood collections to be videotaped

www.chinanews.cn 2007-07-11 10:27:59

(Source: China Daily)

July 11 - The Ministry of Health has ordered all blood plasma collection
centers across the country to videotape plasma collections in a bid to
stamp out the illegal blood trade.
This underground industry was at the center of a massive HIV outbreak in
Henan Province in the mid-1990s.
The surveillance system is scheduled to be in place by the end of
October. Every plasma collection is to be videotaped to help guard
against illegal transactions and other forms of malpractice.
Such lapses are closely related to the fake plasma-based product scandals
that have surfaced in recent times, MOH spokesman Mao Qun'an said at a
regular news briefing yesterday
In one case, 2,000 bottles of fake blood protein were discovered in Jilin
Province, according to the State Food and Drug Administration (SFDA),
China's drug watchdog.
The fakes could have been deadly, particularly if a patient were allergic
to the materials used, medical experts warned.
There are currently 33 companies producing plasma-based products in
China, according to Xinhua News Agency.
Last year, these companies were commissioned by the MOH and SFDA to set
up and operate plasma collection stations, which were previously under
the charge of medical authorities.
Because these companies collect plasma to make products for profit, they
tend to compensate donors.
Industry insiders worry this arrangement could hurt the quality of such
products as companies could be tempted to resort to illegal collections
in order to increase their profits in an otherwise competitive industry.
Some collect or provide plasma without testing it properly, and some
accept plasma from donors using assumed identities. Some have accepted
blood from a single donor more than once in a six-month period, contrary
to the time restrictions laid out in the country's blood collection law,
said Mao.
Plasma collection stations in Shanxi and Henan provinces were shut down
for engaging in such practices, Mao said.

Death toll rises to 101 in flood-hit S.China

www.chinanews.cn 2007-07-10 09:30:40

(Source: Xinhua)

BEIJING, July 10 - Floods have caused seven more deaths in the provinces
of China, bringing the death toll to 101, a spokesman with the Ministry
of Civil Affairs said on Monday.
Another 26 people are missing as a result of torrential rain which began
lashing the Huaihe River valley, the eastern area of Sichuan Province and
the southern area of Shaanxi Province on June28.
About 28 million people have been affected and nearly 800,000 people in
Jiangsu, Anhui, Henan, Hubei, Sichuan, Chongqing and Shaanxi had been
evacuated by 4:00 p.m. on Monday.
More than 75,500 houses have collapsed and another 295,600 have been
damaged.
Altogether 2.13 million hectares of farmland have been affected, with
agricultural losses estimated at 3.7 billion yuan (about 485 million U.S.
dollars) while total direct economic losses could reach 6.9 billion yuan,
according to the spokesman.
In Hubei Province, seven people have been killed in heavy rains and
floods -- two were swept away by floods, three were killed after houses
collapsed, one was pummeled in a mud-rock flow and another was hit by
lightning, said Liu Hui, an official in charge of disaster relief with
the Hubei Provincial Department of Civil Affairs, on Monday.
In Anhui Province, 11 people have died in the floods, which have also
affected nearly 10 million people, forced the evacuation of more than
120,000 people and caused more than 2.3 billion yuan of direct economic
losses, Li Hongta, director of the Anhui Provincial Department of Civil
Affairs, told an anti-floods conference on Monday.
In the eastern Chinese city of Nanjing, capital of Jiangsu Province, the
heaviest rainstorms in the past decade brought up to385 mm of rainfall to
some districts of the city over the weekend, according to the Nanjing
Municipal Meteorological Station.
Meanwhile, more than 14,000 thunderbolts hit Nanjing between Saturday
morning and Sunday morning, about 10 thunderbolts a minute, damaging some
city infrastructure such as subway power equipment.
Heavy rains also triggered mountain torrents, landslides and mudflows.
A village in Daxian County of Sichuan Province was destroyed completely
by a large landslide at about 9 a.m. on Saturday, only a few minutes
after more than 2,000 villagers had been moved to safety. The villagers
from Yanmen Village, Qingning Township, have found temporary shelter in
two local primary schools.

China faces a task to improve skills of labor force

www.chinanews.cn 2007-06-26 18:18:01

Chinanews, Beijing, June 26 C In order to further boost economic
development, China should change more of its labor population into
knowledge-intensive laborers. China should continue to improve its labor
structure and let skills contribute more to its GDP growth.
The statement was made by Chen Dongqi, deputy director of the
Macroeconomic Research Institute under the State Development and Reform
Commission when he attended the China Economy Growth and Economic Cycle
Forum (2007) held in Beijing on Monday.
Right now, Chinese economic development has entered its third booming
period since China kicked off the Opening-up Policy. During the third
period, economic growth has manifested three features: fast, steady and
sustainable. The fast economic growth was attributable to the fundamental
change taken place in Chinese labor structure.
The third period of economic growth started in 2001when China joined the
World Trade Organization. The booming period may last for ten years.
Economic growth displayed three features during this round of economic
growth. First, economy developed at a fast speed. Second, economic
performance was steady. Third, economic boom lasted for a long time. The
recent round of economic growth was achieved when China already managed
an average economic growth rate of 9.7% for 24 years. The new round of
economic boom was driven first by domestic demand and later by external
demand. When there was more demand, inflation did not occur. The reason
lay in the fact that as supply grew, consumption and investment also
increased. The supply growth was prompted by structural changes taken
place in labor population.
When domestic demand rose quickly, the national output ratio also rose.
Such rise was prompted by a freer economy, which boosted market
operational efficiency and helped improve economic structure. Apart from
these external factors, there is a structural change taking place in
labor force. Out-of-date labor decreased and was replaced with more
knowledge-intensive labor force.

CPI sees highest monthly rise

www.chinanews.cn 2007-06-13 09:56:19

(Source: Xinhua)

June 13 - Inflation in China rose by the highest monthly level in more
than two years in May, the National Bureau of Statistics (NBS) reported
on Tuesday.
The consumer price index (CPI) rose 3.4 percent in May, higher than the
government's warning level of three percent, according to a statement
from the NBS.
Food price hikes were still the leading driver of inflation, rising 8.3
percent from May last year. Grain prices rose 5.9 percent, meat and
poultry 26.5 percent, and eggs 37.1 percent, said the statement on
Tuesday.
Foodstuffs have a weight of 33 percent of China's CPI, one of the key
indicators of inflation, and meat, poultry and related products about 20
percent.
The CPI price rose three percent in April, down slightly from March's 3.3
percent. In the first five months of this year, consumer inflation
increased 2.9 percent from the same period in 2006, according to the
bureau.
Construction material prices climbed 4.8 percent, with the cost of home
rental jumping by 3.4 percent. The prices of water, electricity, and fuel
also rose by 2.8 percent.
According to NBS, the rise in consumer prices was higher in the country's
rural regions at 3.9 percent, compared with 3.1 percent in urban areas.
"The slight rise in the CPI was expected as it was mainly driven by price
rises of grain and pork," said Song Guoqing, professor with the China
Economic Research Center of Beijing University, who also advised the
central bank against raising interest rates.
Zhou Xiaochuan, governor of the People's Bank of China, said on June 6
that the bank would not rule out the possibility of adopting a mixture of
monetary tools to keep inflation at bay.
Liang Hong, chief China economist of Goldman Sachs Asia, previously
raised the forecast of China's inflation in 2007 from 2.6 percent to 3.6
percent, higher than the target of three percent set by the government
for the whole year.
The People's Bank raised the one-year deposit rate by 0.27 of a
percentage point to 3.06 percent and the loan interest rate by 0.18 of a
percentage point to 6.57 percent on May 19 amid efforts to reduce
inflationary pressures and rein in rapid growth in investment.

Whether to raise interest rate depends on CPI figure, bank governor
CPI eases, pressure for interest rates hike remains
Flat CPI growth unlikely boosts interest raise
CPI might go up at a higher rate in 2nd half
